Chester, Pennsylvania, issues RFP for 23 LED streetlights

The city of Chester, Pennsylvania, is pursuing its first installation of LED streetlights as part of the city’s economic development authority’s action plan. The project is funded in part by a grant from the US Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program. The total funding for energy efficient streetlight lighting and traffic signals is $156,000. The EECBG grant is locally administered by the Pennsylvania Energy Office.

The city of Chester issued a Request for Proposals for the purchase and installation of 23 new LED streetlight fixtures. According to the bid document, bidders are required to submit bids for LED luminaires manufactured by Leotek Electronics of Milpitas, California. However, bids for approved equivalents may also be submitted. Manufacturers of approved equivalents include American Electric Lighting, Philips Roadway Lighting, Cooper Lighting, Philips Hadco, and LED Folio Corporation. A request to submit a bid for an approved equivalent fixture must be submitted to the city of Chester by February 15, 2012. According to the bid document, four locations will utilize solar powered LED streetlights. The LED luminaires will be used to replace existing mercury vapor cobrahead streetlights. The majority of the streetlights will be installed on Crosby Street, Madison Street and Walnut Street.

Complete bids must be submitted by February 22, 2012, at 9:30 a.m. EST. to the city of Chester, Pennsylvania. The successful bidder must complete all work within ninety days after receiving the notice to proceed. Bid documents may be requested via email from Larif Hamm at lhamm@chestercity.com.
