Island of Hawai’i to install 1,000 LED streetlights and investigates future use of smart controls

The city council of the island of Hawai’i has passed an ordinance that permits the installation of LED streetlighting in signalized intersections and crosswalks on city and county roadways. As a result, a notice to proceed was issued to Chips and Wafers, Inc. of Paradise Valley, Arizona. Chips and Wafers was chosen in a competitive bid process conducted during spring 2011. The first phase project involves the installation of approximately 1,000 new LED fixtures, approximately 200 more fixtures than the original conversion plans for 800 streetlights.
“We tested fourteen fixtures in a pilot study and are very pleased to be moving forward,” said Ronald Thiel, traffic division chief of the department of public works for the county of Hawaii. The project is funded by a $500,000 grant from the American Recovery and Reinvestment Act (ARRA). The installation involves replacement of approximately 1,000 existing streetlight fixtures within a quarter mile of signalized intersections and marked crosswalks in Hilo, Waimea, and Kailua Kona. The fixtures will be fully shielded and dark sky compliant.
“In addition to this LED streetlight installation, we are also looking at future projects which include the use of smart controls,” said Thiel. Dimming capabilities are of particular interest to county officials for the goal of controlling illumination and reducing unnecessary energy consumption. However, the natural hills and mountains of the island create significant barriers to signal controls. According to Thiel, addressing and overcoming these limitations will be critical to the success of the future program.
