Kingman, Arizona, to install 425 LED streetlights from Philips using EECBG funds

The city council of Kingman, Arizona, recently approved a proposal to install LED streetlights on a portion of the city’s commercial corridor. The project will be funded by an award from the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program. The federal award is $155,000, but project costs are estimated at approximately $255,000. The project was awarded to ESSCO Wholesale Electric which will supply approximately 425 LED streetlights manufactured by Philips.
“The city tested three different LED fixtures and one induction fixture in a pilot about two months ago,” said Blake Chapman, street superintendent for the city of Kingman. The pilot project enabled city officials to test and evaluate multiple fixtures for light quality and performance and also solicit responses from the local citizens. “The public response was very positive, and the people who live in the test area indicated that they preferred the softer light from the LED fixtures,” said Chapman. Based on the results of the pilot study, the public works department determined that LED technology was best suited to meet the city’s lighting requirements.
The city currently owns and maintains about 900 high pressure sodium (HPS) streetlights. The majority are 250 watt HPS fixtures, but also include some 400 watt HPS fixtures. When the initiative is implemented, the replacement of nearly half of the city’s streetlights is expected to significantly reduce the city’s total energy consumption and the cost of streetlighting. The city’s annual budget for streetlighting and traffic signals is $235,000. Research indicates that energy consumption may be reduced by at least 40% with LED streetlight fixtures which meet city illumination specifications. “If additional funding becomes available, the city will consider putting up additional fixtures,” said Chapman. The upcoming LED streetlight installation is planned to begin in March 2011 and will be located on Andy Devine Avenue on Route 66 and also in the downtown corridor of Beale Street.
