Kinston, North Carolina, issues RFP for purchase of 740 LED streetlights

The city of Kinston, North Carolina, has issued a Request for Proposals (RFP) for the city’s first large scale LED streetlight upgrade initiative. Funding for the project comes from an Energy Efficiency and Conservation Block Grant (EECBG) award and is locally administered by the North Carolina Energy Office. The total amount budged for the project is $615,218 which includes the EECBG award of $499,500 and leveraged funds of $115,718.
The closing time and date for RFPs is 11 AM on February 25, 2011.
Bid specifications for the project include the purchase of seven hundred forty LED streetlight fixtures to replace existing 400 watt high pressure sodium (HPS) streetlight fixtures. The RFP focuses only the purchase of LED fixtures since installation tasks will be undertaken by the city. The RFP also specifies that bids must be for complete LED fixtures, not simply retrofit kits.
Additional specifications in the RFP require all bidders to submit LM-79 and LM-80 reports, a statement of the longest burn hours available for an actual field installation, a statement of the number of fixtures installed throughout the United States, and a list of references, preferably in the Southeastern United States, of where the submitted fixture has been installed.
