Longview, Washington, evaluates additional LED streetlight installations

The city council of Longview, Washington, expects to receive a recommendation from city engineers regarding a proposal to install additional LED streetlight fixtures in city neighborhoods.
The city has already installed approximately 36 LED cobrahead streetlight fixtures on three city blocks and is assessing the possible installation of additional LED fixtures.
“We are evaluating a number of energy efficiency projects, and LED streetlights are included in these proposed projects. We need to determine energy savings and payback before we move forward,” said Bob Menzie, utilities engineer for the city of Longview. All of the city’s energy efficiency projects will be defined by summer of this year and submitted to the city council for review. If the LED streetlight project is approved, purchase and installation will begin in fall or early winter of 2011, according to Menzie. The project will most likely be funded either through a loan or bond issuance.
According to city officials, the city of Longview is not required to open a project, such as the proposed LED streetlight purchase and installation, for competitive bid. Rather, the city will contract with an Energy Savings Company (ESCO) which will issue an invitation to bid to selected contractors and suppliers. However, Longview city officials may submit names of companies to be included in the invitation to bid.
