Madison, Alabama, issues RFP for decorative LED streetlight fixtures

Following multiple successful pilot installations of LED streetlights, the city of Madison, Alabama, is deploying an additional installation in spring 2011. The project is funded by an award from the US Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program. The city’s first installation of cobrahead and decorative LED fixtures was also funded by the EECBG award. For the proposed project, the city of Madison plans to install approximately 25 decorative LED streetlight fixtures.
“We have three pilots in place where we tested LED technology, and, to date, we have been extremely satisfied,” said Gary Chynoweth, city engineer for the city of Madison. The pilots involved LED streetlights at Madison City Hall, roadway intersection LED streetlight fixtures and decorative LED fixtures in a new Madison subdivision. “The installation in the subdivision has been of particular interest because the previous fixtures provided extremely poor illumination and the potential for crime was a genuine concern. The decorative fixtures by Holophane which were installed provide outstanding illumination and the residents are very happy with the result,” said Chynoweth. In addition to the roadway pilots, the town has also replaced all of its traffic signals with LEDs.
Madison city officials are actively working with local energy supplier, Huntsville Electric, a municipal utility, to demonstrate the success and value of LED fixtures. “We are moving in the direction of really promoting LED technology to our utility because the long term goals of Madison definitely include fully incorporating the technology,” said Chynoweth. Huntsville Electric currently owns and maintains about 2,000 streetlights in Madison which are billed at a flat rate. According to Chynoweth, the pilot installations include meters to accurately gauge energy consumption.
A request for proposals (RFP) has been issued for the upcoming LED streetlight installations. The bid document specifies Holophane LED fixtures for bidder’s proposals, but, according to city officials, bids for approved equivalent fixtures will also be accepted and evaluated. Complete bids must be submitted to the City of Madison by May 18, 2011 at 9:45 a.m. CST. A pre-bidders conference is scheduled for Wednesday, May 4, 2011 at 10:00 a.m. CST at the Madison Municipal Complex. Complete bid documents are available on the city of Madison website.
