Mississauga, Ontario, Canada, seeks to pre-qualify LED streetlights for upcoming retrofit

Based on a recommendation from the city’s Environmental Advisory Committee, the city of Mississauga, Ontario, Canada, is actively pursuing a city-wide retrofit of all existing high pressure sodium (HPS) streetlights. The retrofit to LED technology will also include a streetlight monitoring system. According to a statement by Mississauga’s streetlighting coordinator, Eric Menezes, a city-wide retrofit will take approximately seven years and will result in energy and maintenance savings of about C$50 million. The city is in the process of pre-qualifying LED streetlight fixtures through a Request for Pre-Qualification (RFPQ) procurement. The procurement seeks to pre-qualify selected manufacturers products based on general criteria.
Some of the guidelines stated in the RFPQ include the following: Review of photometric performance to achieve desired illumination, quantified energy savings, preservation of lumen maintenance, and pre-qualification of vendors. Following a review of all responders, the city will select pre-qualified vendors who may be invited to participate in the next stage of procurement. Only pre-qualified vendors will be permitted to partake in a Request for Tenders.
All interested vendors are required to submit completed proposal to the city of Mississauga by August 17, 2011. The final assessment and selection of pre-qualified vendors is scheduled for September 16, 2011. Complete project and bid specifications can be found here.
