Nova Scotia, Canada, plans province-wide effort to convert all roadway lighting to LED streetlights

The Canadian province of Nova Scotia is prepared to launch what may be the largest roadway lighting conversion project in North America in an initiative that could involve the conversion of 120,000 existing streetlights to LED streetlight fixtures.
Proposed legislation in Nova Scotia stipulates that all of the province’s existing roadway streetlights be converted to LED streetlights. The legislation, which was submitted to the Nova Scotia House of Assembly on April 21, 2011, is expected to pass. The implementation period for the streetlight conversion will be five years.
“This program will be funded directly by Nova Scotia Power (NSP), an Emera company. NSP owns, operates and maintains about 90% of the province’s 120,000 streetlights, with approximately 10% owned by municipalities,” said Judy Munro, communications advisor for the Nova Scotia Department of Energy. The LED streetlight conversion project is expected to cost about C$100 million, although as project specifications are determined actual project costs may change. “We expect this program to save the province about C$18 million in energy costs, reduce energy consumption by nearly 50%, and reduce greenhouse gases by 31,000 tons,” said Munro.
Project specifications will be developed once the legislation passes the House of Assembly with the expectations that the LED streetlight installations would begin by Fall 2011. According to Munro, a Request for Proposals (RFP) will be issued by Nova Scotia Power for the purchase and installation of the LED streetlights once project specifications are developed.
