Roanoke, Virginia, seeks bids for 190 LED streetlight retrofit kits

The city of Roanoke, Virginia, has initiated the process of testing LED technology in the city’s downtown corridor. The implementation process involves a series of pilot installations which will be used to test and evaluate energy efficiency as well as performance and illumination. Initial testing is being done on the city’s decorative post-top streetlights using LED retrofit kits. The city is currently seeking bids for the purchase of approximately 190 retrofit kits to replace existing high pressure (HPS) lamps.
“We have tested several post-top fixtures in pilots but are continually looking for the best performing post-top fixtures from vendors,” said Hong Liu, city traffic engineer for the city of Roanoke. Initial results from tests indicate that the LED retrofits reduce energy consumption by 50% to 60%. “The increased energy efficiency of LEDs makes them attractive for us, but we also appreciate the reduced maintenance required of those fixtures,” said Liu. During the pilot study, the city evaluated the LED post top fixtures for energy consumption and also conducted some photometric testing. The uniform illumination of the LEDs is also considered favorable by city officials.
The current installation is funded by incentives provided by Appalachian Power, a division of American Electric Power (AEP). AEP owns and operates about 10,000 cobrahead streetlights in the city. The city of Roanoke owns and maintains over 400 decorative post top streetlights and bridge lights. Only city-owned streetlights are currently slated for replacement with LED fixtures. “Eventually, based on funding, we would like to change all of our deteriorating streetlights to LEDs,” said Liu.
Completed bids for the LED retrofit kits must be submitted to the city of Roanoke by January 23, 2012, at 2:00 p.m. ET. The full bid document, including product specifications can be found here.
