San Francisco, California, to reissue RFP for purchase of 18,500 LED streetlights

The city and county of San Francisco, California, plans to reissue a Request for Proposals (RFP) for the purchase of 18,500 LED streetlights. The RFP is expected to be released in late January 2011. The reference number of the document will be RFP 79000.
Officials with the San Francisco Public Utilities Commission (PUC) indicated that the reissued RFP will clarify certain project requirements, which they hope will increase participation from interested bidders.
San Francisco owns and maintains approximately 18,500 high pressure sodium (HPS) cobra head streetlight luminaires located throughout the city which will be replaced with LED streetlight luminaires. As a component of the RFP, the proposed dimmable LED luminaires must also include a wireless communication and monitoring system. Proposers will also be responsible for designing the integrated wireless monitoring and control system, and providing testing, lighting analysis, training, and web portal customization to ensure that the system works.
Changes in the RFP include: (1) a reduction of some of the minimum business requirements; (2) an additional minimum requirement that all proposed fixtures—with the exception of the 400 watt equivalent—must have a minimum efficacy of 57 lumens/watt; and (3) and a new minimum requirement that all LM-79 reports report a maximum CCT of 4500K.
