Seguin, Texas, issues RFP for 70 LED streetlights

The city of Seguin, Texas, has issued a request for proposals in preparation for deployment of its first installation of LED streetlights on the city’s roadways.  The city received an Energy Efficiency and Conservation Block Grant (EECBG) allocation, for small cities and counties, totaling $86,365. The EECBG funds are managed and distributed locally by the Texas State Energy Conservation Office (SECO). The goal of the program is to serve as a pilot to evaluate LED streetlighting technology and determine the best use and application of the energy efficient fixtures. Approximately 70 LED streetlight fixtures will be installed in this initial phase.

 

“Our city is currently lit by high pressure sodium (HPS), metal halide and mercury vapor streetlights. Our goal is to eliminate the mercury vapor fixtures first, so this project will target those as well as some HPS fixtures,” said William Bissette, director of utilities for the city of Seguin. The installation will focus on residential and commercial districts in the city. The new LED streetlights will replace existing 250 watt cobrahead fixtures. “The city has tested a few sample LED streetlight fixtures, but we hope that this pilot will help us determine the direction of Seguin’s streetlighting in the future,” said Bissette. As a municipal utility, the city will realize immediate energy cost savings from the reduced energy consumption of the LED fixtures.

 

The city’s bid document provides complete project specifications including the requirement that each bidder must provide a sample of its product no later than one week before the scheduled opening of bids. Bidders must also provide photometric testing data and comply with the Buy America requirements of the American Recovery and Reinvestment Act (ARRA).

 

Final bids must be submitted to the City Manager of the City of Seguin by December 6, 2011, at 2:30 p.m.  The complete bid document can be found here.
