Waverly, Iowa, to spend $540,000 on LED streetlights

The city of Waverly, Iowa plans to implement a $540,000 LED streetlight replacement program using a combination of funds from the federal government and its municipal utility.
The federal funds are from the Energy Efficiency and Conservation Block Grant (EECBG) program of the U.S. Department of Energy. The EECBG award of $270,193 will be matched by Waverly Power and Light.
Ultimately, the city plans to replace up to 900 existing high pressure sodium (HPS) streetlights with LED fixtures.
The original project start date was June 2010; however, due to state utility regulations, the project has been delayed by approximately six months. Current Iowa utility regulations stipulate that HPS lamps must be used in all streetlight fixtures. The Iowa Association of Municipal Utilities has filed an appeal with the state utility board to amend the code to include energy efficient LED streetlights.
“We are going to start with a small pilot on 3rd Avenue, NW, which will allow us to judge fixtures and light levels, as well as open the project up to public comment and input,” said Sheila Boeckman, utility relations manager for Waverly Power and Light. Following an initial evaluation period, Boeckman anticipates starting the LED streetlight replacement project in January 2011 and continuing streetlight replacement over a two year period. Waverly Power and Light crews will install and maintain the streetlight fixtures which will be purchased directly by the utility.
Waverly Power and Light has calculated an annual cost savings of $30,903 and annual electricity savings of 324,456 kw/H. It is expected that the municipal utility will update its rate structure to reflect the significant energy savings for LED fixtures said Boeckman.
