Winfield, Kansas, plans for city-wide LED streetlight project by testing fixtures from Cooper Lighting

As an initial step toward the long-term goal of replacing all of the city’s high pressure sodium (HPS) streetlights with energy efficient LED fixtures, the city of Winfield, Kansas, recently installed twelve new LED streetlights.
Winfield is testing energy efficient LED fixtures manufactured by Cooper Lighting of Peachtree City, Georgia. The recent installation on the downtown block of Main Street is part of the city’s ongoing initiative to reduce energy consumption and increase energy cost savings. City crews replaced existing 400 watt HPS streetlights with 127 watt equivalent LED cobrahead fixtures.
“Once this trial is completed, our goal is to change all of our city’s fixtures to LEDs,” said Alan Dykes, energy manager for the coalition cities of Winfield, Wellington and Arkansas City. The city currently owns and maintains approximately 400 HPS streetlights with wattages ranging from 70 watts to 400 watts. A small number of mercury vapor streetlights are located in several residential areas. “As part of the trial, we discovered that many of our streets are improperly illuminated. We are confident that we can use LEDs to efficiently illuminate our streets, according to IES standards, and increase savings and reduce energy consumption,” said Dykes.
Long term plans include the possibility of a bond issue to finance the city-wide replacement project. Savings from the reduced energy consumption would be used to repay the loan. Preliminary calculations indicate that the city can expect to reduce energy consumption by nearly 70% with comparable energy cost savings. Payback was calculated at about five years. City officials plan to use the results of the LED pilot to determine project specifications which will be released in a bid document. “Our target is to get this project in the city’s 2013 budget and hopefully complete the installation by the end of 2013,” said Dykes.
