Independent testing laboratories qualified by the US Department of Energy to benefit LED streetlight community

The CALiPER program of the U.S. Department of Energy has established a process for qualifying testing laboratories that are capable of providing accurate and comparable performance data for solid state lighting, including LM-79 reports for LED streetlight luminaires.
The LM-79 report involves test and verification of total light output, voltage, current, power, efficacy, lumen distribution, CCT, CRI, and spectral distribution of a solid state light, The report also provides information about the testing lab and equipment used to perform the tests.
Independent testing laboratories that participate in CALiPER testing must be pre-qualified based on a number of factors and must satisfactorily complete round-robin testing verification that adheres to IES LM-79 testing standards for integrating sphere and/or goniophotometric testing of SSL luminaires and lamps.
At the recent DOE Southwest Region Workshop in Los Angeles, California, David Baum, of Philips Roadway Lighting said, “The LM-79 report gives you the “nuts and bolts” of the fixture but does not tell you how the fixture will appear in an actual municipal installation.” Baum further remarked that it is critical to look at the absolute photometry of the luminaire when choosing a fixture for installation. “Any LED luminaire considered for installation, should have an LM-79 report from a DOE recognized independent lab,” said Baum.
