The GATEWAY demonstration project in Sacramento, California, involved ornamental post-top streetlights. The pilot project is the first in a series conducted by the DOE Municipal Solid-State Street Lighting Consortium. The project tested LED ornamental post-top lamp ballast retrofit kits and complete luminaire replacements in comparison with existing 100 watt high pressure sodium streetlights. The LED manufacturers represented included Hadco, Simply LEDs, Sylvania and Sternberg Lighting.

This GATEWAY effort in New York City involved a demonstration project located on Franklin D. Roosevelt Drive. Four LED roadway luminaires were compared with existing high pressure sodium streetlight luminaires. Products from LSI Industries, LED Roadway, Elumen Lighting Networks, and BetaLED were tested and featured in the report. Tests indicated that the LED luminaires resulted in energy savings of 26% to 57%.

In this GATEWAY demonstration project conducted in Palo Alto, California, the city performed a side-by-side evaluation of 70 watt high pressure sodium (HPS), induction and LED streetlights. The project studied existing HPS, seven induction and seven LED luminaires.
The economic analysis showed that replacing all of Palo Alto's existing 6,300 HPS streetlights has a simple payback of about 11 years. The lower wattage LED fixtures also showed to be more cost effective than the higher wattage LED fixtures.
Citizen feedback indicated that the highest satisfaction was with the 30 LED fixture with the 20 LED fixture, which was followed by a preference for HPS. Induction was the least preferred technology according to citizen surveys.
Overall, based on the combined metrics of subjective satisfaction, illuminance performance, energy savings, and economics, the 30-LED luminaire ranked the highest compared to the HPS and induction luminaires.

In this gateway demonstration project conducted in Portland, Oregon, eight high pressure sodium (HPS) cobra head fixtures were replaced with eight LED streetlight luminaires manufactured by Leotek, Inc.
As of November 2009, the LED fixtures have been successfully operating for one year.

The Minneapolis gateway project involved a new construction evaluation of BetaLED roadway lighting, which was used instead of traditional 250 watt high pressure sodium (HPS) lights on the newly rebuilt I-35 W Bridge. The LED streetlights were only installed on the main span of the bridge.

This San Francisco Gateway demonstration project was located on 38th, 41st, 42nd, and 44th Avenues between Taraval Street and Santiago Street in the Sunset District. Each manufacturer was assigned a street where its LED fixtures were installed. The LED fixtures replaced existing 100 watt high pressure sodium (HPS) streetlights.
The San Francisco study demonstrated that LED streetlights reduced energy consumption from 50% to 70% when compared with existing HPS streetlights.

In Phase III of the Oakland, California, demonstration project, all four of the original LED luminaires were replaced with next generation LED luminaires from manufacturer BetaLED.
One year after the Phase II report, the payback period had decreased to five years in new construction projects and fourteen years for retrofit projects. The Phase III study also demonstrated significant improvements in luminaire performance and energy consumption. Energy savings increased by 26%, luminaire costs decreased by 34%, and lighting performance was maintained in the one year comparison.

Following a successful test of LED fixtures in a city-owned parking lot, Oakland, California, conducted the Phase II project by replacing fifteen existing high pressure sodium (HPS) cobra head streetlights with LED cobra head streetlight fixtures manufactured by BetaLED. Testing demonstrated energy savings of approximately 33%.
