A consumer survey of LED streetlights was recently conducted by the engineering department of the city of Dixon, California. This survey asked residents to evaluate each streetlight based criteria including illumination and visual appeal. City engineers installed LED streetlights from four manufacturers on West A Street, between Evans Road and Pitt School Road. Respondents were able to answer questions online or through a telephone call to the department. The manufacturers selected for the survey were Cooper Lighting, GE Lighting, Cree, and Leotek Electronics.
“The results of the survey will be incorporated into the City Council staff report to seek approval to issue a Request for Proposal (RFP) for the Streetlight Conversion Project,” said Christina Castro, associate civil engineer for the city of Dixon. The current study follows a previous pilot installation which took place in 2009 and 2010. This turnkey project was conducted through Pacific Gas and Electric (PG&E) and included 205 BetaLED cobrahead streetlight fixtures.
The city’s long term plans include converting all existing high pressure sodium (HPS) cobrahead streetlights to LED streetlight fixtures. Current figures estimate the number of existing HPS at 1,200. After the city selects the preferred LED streetlight manufacturer for the cobrahead fixtures, “we would like to incorporate the selected cobrahead LED streetlight and a post top LED streetlight into the City Standards for all new developments,” said Castro. The city currently owns over 500 decorative post top streetlights, however, has no immediate plans to convert those streetlights to LED due to the high cost of conversion.
The city of Dixon is evaluating a variety of mechanisms to finance the full scale conversion to LED streetlights. In consideration are the state of California’s Energy Commission low interest loan program, on bill financing through PG&E, and the Energy Efficiency Retrofit Loan Program, according to Castro.
