The city of Santa Ana, California, issued a Request for Proposals (RFP) for the purchase and installation of decorative post top LED luminaires as well as the removal of existing post top streetlight luminaires. The upcoming installation is a continuation of the city’s move toward replacing the streetlighting infrastructure with energy efficient LED technology. The proposed project includes 354 decorative post top LED luminaires.
The project is funded by the On-Bill Financing Program through the city’s energy provider, Southern California Edison (SCE). On-Bill Financing provides a ten year, interest-free loan for the energy efficient streetlight project. The savings from each month’s bill will be used to pay back the SCE financing. Based on previous calculations of energy consumption, the city of Santa Ana, expects to repay the loan in approximately five years.
According to the bid document, the installation will include 140 – 70 watt equivalent LED post top luminaires and 120 – 150 watt equivalent LED post top luminaires, and 94 – 150 watt equivalent LED post top luminaires which will be installed on steel poles. Bids may only be submitted for fixtures pre-qualified by SCE, which include Cree, Philips Lumiled, Nichia, Osram, or those with equivalent performance. Photometric requirements include a correlated color temperature of 2,700 K – 4,000 K, and a color rendering index of >70. Bidders must also provide copies of LM-79 and LM-80 reports for each submitted fixture. Bidders are also asked to submit a list of references, for the last five years, where the proposed fixture has been installed.
